Officer and Delegate position overview

T he President shall:


*Be the executive officer of the Association
*Preside at all general membership meetings
*Preside at all meeting of the Executive Board and the Board of Directors monthly
*Submit the annual budget for consideration
*Be an ex-officio member of all committees
*Appoint all standing committee members, subject to the approval of the Board of Directors
*Appoint a negotiating team subject to approval of the Executive Board and Board of Directors. Consideration shall be given to representation from elementary, middle and high school
*Have the power to remove any appointee, subject to the approval of the Board of Directors
*Represent the Association before the public and attend school board meetings
*Sign all official communications of the Association
*If necessary, appoint a parliamentarian; a member appointed to this position shall not lose any membership rights or privileges
*Perform all other functions usually attributed to this office
*Represent the Association as the first MEA-RA Delegate and as the first NEA-RA Delegate (see Delegate duties below)

→(President) First Delegate to the MEA Representative Assembly:

Keep Association informed of actions by the MEA and issues to be presented to the representative assembly
Attend the MEA Representative Assembly (2 days each spring - Friday and Saturday)
Attend Region 15 and Coordinating Council 15-A meetings (approximately 4 meetings, each council per year)
Attend any other appropriate meetings or training and report back to the association
This is a two year term

→(President) First Delegate to the NEA Representative Assembly:

Keep Association informed of actions by the NEA and issues to be presented to the representative assembly
Attend the NEA Representative Assembly (Held annually the end of June through the first week in July)
Attend Region 15 and Coordinating Council 15-A meetings (approximately 4 meetings, each council per year)
Attend any other appropriate meetings or training and report back to the association
This is a two year term

The Vice-President Shall

*Perform the duties of the President in the absence of the President
*Succeed to the Presidency in the event the office becomes vacant by death, resignation or removal
*Serve on standing committees as delegated by the President
*Must monitor letters of understanding (LOUs) , reminding those involved of a need to renew prior to April 1
*Attend School Board Meetings
*Have other such duties as the President determines

The Secretary Shall

*Keep and publish the minutes of all meetings of the general membership, the Executive Board and board of Directors
*Attend all Board of Director meetings and Executive Board meetings monthly
*Make minutes available for membership inspection
*Maintain official files and assist the President with the Association's correspondence
*Maintain current mailing lists by building for home and school
*Maintain contact lists for committees
*Edit and disseminate Blue Flash or other Union newsletter(s)
*Have a working knowledge and comfort using Google (mail, sheets, Blogger, docs, etc)
*Perform all other duties usually attributed to this office

The Treasurer Shall

*Deposit the Association's funds
*Disburse the Association's funds according to the decisions of the Board of Directors
*Maintain a roll of the members and potential members in each building
*Keep accurate accounts of receipts and expenditures
*Make monthly reports of the receipts and expenditures to the Executive Board and the Board of Directors
*Prepare an annual financial statement for the membership
*Assist the President in drafting the annual budget
*Collect all PAC donations
*Assist Scholarship Committee with deposits and render checks for scholarship recipients
*Prepare Association documents for tax filing. Tax year July to June
*Track spending: pay bills, pay officer and AR stipends, collect receipts, record spending in budget categories, balance checkbook
*Track dues
*File non-profit status with the State of Michigan
*Complete the non-profit audit
*The Treasurer shall be bonded and the Association shall provide for an annual audit of the books
*Attend MEA Treasurer Training

Duties of Delegates (MEA/3-1g)

1. MEA Representative Assembly Delegates:

  • Keep Association informed of actions by the MEA and issues to the presented to the representative assembly
  • Attend the MEA Representative Assembly (2 days each spring - Friday and Saturday)
  • Attend Region 15 and coordinating Council 15-A meetings (Approximately 4 meetings each council per year)
  • Attend any other appropriate meetings and report back to the association
  • This is a two year term


Duties of Delegates (NEA/ 3-1g)


1. NEA Representative Assembly Delegates:

  • Keep Association informed of actions by the NEA and issues to the presented to the representative assembly
  • Attend the NEA Representative Assembly (Last days of June and first days in July ~ one week)
  • Attend Region 15 and coordinating Council 15-A meetings (Approximately 4 meetings each council per year)
  • Attend any other appropriate meetings and report back to the association
  • This is a two year term
